The structural changes of the European labour market and the European-wide increase of unemployment are influencing the job prospects of asylum seekers, refugees, displaced and repatriated persons.
In this connection the trend towards self employment is an important pan-European development which could be a way out of the plight. The idea of self-employment is not only a fair chance for a part of the European population to improve their situation but also for the target group. The possibility of self-employment for the target group is specially relevant for specific sectors and branches.
The transnational project IN.LAN.DER has also developed measures in this area, so the target group can get a real alternative via the chance of self-employment. Relating models and measures have been worked out by the Greek partner K.E.K. M.I.T. (see also p. 19). As it is shown by the results of the transnational co-operation, the promotion enterprising activities can be successful, if following basic conditions are given:
- If there is no real chance for the target group to be employed due to their education.
- If the structure of the local service sector allows or even demands new enterprises.
- If the target group has contact to compatriots in their home countries, who support and promote the offer and sale of services and products in the former home countries, and if therefore commercial networks can be built up.
- If know-how can be given to the target group, which is necessary for the planning and realisation of an enterprise (especially business management).
- And if the target group sees and realises self-employment as a chance for the future.
The respect of local conditions for the promotion of enterprises has two dimensions:
- On one hand it is important for the planning of business supply and therefore for the success of self-employment, on the other hand it enables permanent integration to those refugees and migrants, who involve themselves in the local service structure or enlarge it by their actions.
- The promotion of business engagement for the target group was planned by the transnational project IN.LAN.DER in an innovative and deliberate model, and therefore it can be a pilot scheme for further projects concerning integration.
